Come on Dan. The Frog bike is plugged in, which implies electric. The bulge from where the frame meets the rear wheel looks like it could house some form of electric motor that would drive the rear wheel. It's ok to infer, we'll allow it :)

The hole in the center is there to highlight the absence of the gas engine that would be there in a traditional motorcycle. There is no true benefit, however there is no benefit to filling the space either. The lower chassis contains the batteries, the upper is pretty important if you want somewhere to sit and put the gauges and steering controls, and the engine is located inside the rear wheel. The negative space in the center is simply an attractive design statement that takes advantage of an interesting design coincidence.
