I don't know if the children's brain deal is a permanent condition. Way back in the dark ages when I was young, they had done studies on intelligence vs social conditions.
There was a report that moving kids from an impoverished environment (e.g. a welfare family) to a more financially secure family tended to increase IQ scores significantly.
This is obviously a generalzation, but apparently there is some influence in these types of 'nurturing'.
However, I wonder if this can't be overcome later in life as well.
