Thanks for the link. After reading more current articles, I'm more convinced than ever that this is a long. All the articles I read only referenced the five mainland sites. It sounds like Kansas really wants that thing.

If DHS doesn't give Congress what they want, then Congress doesn't repeal the mainland ban of foot and mouth. However, this administration hasn't really cared much for what Congress will and won't do, so DHS could announce anyway regardless of Congress. I am still to gun shy to hold this stock either way.
It is worthy to note that the Congressman from Kansas that participated in the "Crimson Red" exercise still wants the facility even though they would bury all the dead animals in the his state. Maybe we should pipe our waste to Kansas instead of North Dakota.

I live a few miles from the proposed site in Kansas. I've been long this in the past, but am not currently (I need the $ for other stocks.)
I presume it is long. Unless perhaps Hillary gets elected, in which case I suspect it'll stay at Plum Island, NY.

The Final Environmental Impact Statement is expected in the first week of December, or December 21st at the absolute latest.

"Whichever site is recommended would have to be formally ratified by DHS Undersecretary Jay Cohen, who by law cannot issue his decision until 30 days have elapsed from publication of the final EIS. DHS officials have consistently said they expect Cohen to ratify whatever decision is recommended in the final EIS."
It seems that there is pressure to have the decision made before Obama is sworn in so that means that the report has to be out by December 20th at the latest if that were to happen.

Since it's well past October 2008, and DHS has yet to make its choice, why hasn't this stock closed?
Probably because the payout criterian states "in or AROUND October 2008, as soon as the DHS releases it's choice." Since it clearly states that the stock won't close until the DHS releases it's choice, my guess would be that it hasn't closed because the DHS hasn't released it's choice.
On another note, I hate typing in caps for emphasis, and I've seen others type in bold here in the forums. Could anyone tell me how to do this?

Bingo Bill. I've interpreted it as in waiting for the DHS to release the report and the result of the report will determine payout amount.

This really should be more obvious. I only learned about it since there's a link available when you start a new thread (but not a new post).

In a nutshell:
< b> BOLD < /b>
< i> italics < /i>
emphasized and strong just seem to be bold and italics with more typing.
There's no underline and I don't know how to use the 'cited' and 'coded' tags.
You can also create nicely formatted lists.
There's some way to preset where your First Post (ie. new thread) breaks into the short version but I can't remember, its on the preview page.

So I suppose that makes better sense. But the other issue is the potential problem if DHS never makes a choice. Then what? It will never close? And what if it decides it will move Plum Island and then reverse it later? Wouldn't that then create another problem?
The costs that they found out how much will it cost to renovate the palm island costs alot more than the new facility,(they said at least 30% more than the most expensive new facility) so they are forced to find a new place and build it while putting off the renovation on the old one.
They have announced that they will reach their final decision as to where on or before Dec 20th
